
Founded in the year 2000, the Road Maintenance Fund (Fovial) is an autonomous entity in El Salvador dedicated to keeping land routes in good condition.
In the past five years, the Road Maintenance Fund (Fovial) has built more than 1,200 kilometers of new roads. Additionally, in the past two years, they have incorporated recycling techniques in paving to allow for quicker maintenance and improvement of roads.
“In these past years, we have implemented new technological processes to renew the roads. A few years ago, there was only one process. We innovated, and today we use asphalt mixtures for different types of soil“
said Alexander Beltrán, Fovial’s director, on Monday, May 20, during the Diálogo interview.
Fovial allocates over $80 million annually for road maintenance, which represents almost 50% of its annual budget.
Today marks the start of the second phase of reconstruction from kilometer 18 to PerquÃn in Morazán, a project aimed at improving residents’ mobility, as the institution has had the authority to build for the past two years.

Additionally, Fovial is extending road cleaning efforts to prevent flooding in response to the initial rains in El Salvador. Director Alexander Beltrán reported that they maintain 34 active facilities nationwide with 105 maintenance contracts.
Out of these, 14 facilities operate 24/7 to address any emergency. One of these facilities is located on the Pan-American Highway, in the Los Chorros area.
